§ Mr. SHORTTThe payments in question became due on the 10th of this month, and 24 of the 28 London boroughs have already paid, or will pay within the next few days The Receiver is communicating with the others and I hope they will pay without compulsion. If they do not there are ample powers, and I am consulting the Law Officers as to the precise steps to be taken.
