§ Mr. BALDWINIt is clearly impracticable to stipulate for transfers of staff between firms successful and unsuccessful in obtaining Government contracts in the ordinary course of open competition. I may, however, add that in the present instance the successful firm, who are on the King's Roll of Honour, employ 10 per cent, of disabled ex-service men, which is well above the average of firms on the roll, and 40 per cent, of ex-service men in all.
