§ Sir J. CRAIGI regret that I am unable to supplement the information which I gave in reply to a similar question by my hon. and gallant Friend on the 24th ultimo. As he is no doubt aware, an Order in Council is necessary to determine the conditions under which particular emoluments may be paid to naval officers and ratings, and it is unnecessary to refer in such Order in Council to any emolument which has not been paid and which it is not intended to pay in the circumstances referred to in the Order.
