§ Mr. R. RICHARDSONasked the Prime Minister whether he is aware of the form of plebiscite adopted by the Belgian Government in Malmedy; whether the method to be adopted in all areas in which a plebiscite was to be taken was decided by the Peace Conference; and, if so, what authority exists to see that this method is enforced?
Mr. HARMSWORTHIf the hon. Member will consult the revelant articles of the Treaties, he will see that the methods under which the various plebiscites or public consultation of opinion are to be conducted are all laid down therein. As regards Malmedy, I would refer the hon. Member to Article 34 of the Treaty of Versailles.
