asked the First Lord of the Admiralty whether he will reconsider the question of leave to men on foreign service and give them on their return from foreign service equivalent leave to that now granted to the Atlantic Fleet?

As far as it is practicable to arrange, all ratings have an equal share of foreign and home service. The amount of leave granted on return from foreign service, both for officers and men, is quite independent of the amount granted to them in home waters. An increase in leave granted on return from foreign service is one of the requests put forward through the Welfare Committee, and is under consideration. Increased periods of leave involve an additional number of men to man the Fleet, and a corresponding increase in Naval Estimates.
