FRASERasked the Chancellor of the Exchequer whether, in view of the large sums of duty which total abstainers avoid payment of by the practice of total abstinence, he will consider imposing upon them a levy equivalent to the amount which, if normal, they would pay; and what amount of duty would thereby be recovered from the members of the various Rechabite and Band of Hope associations?
