§ Mr. CHURCHILLNo, Sir. One of the duties that is performed by all officers is the superintendence of the welfare of the rank and file. The manner in which a soldier or airman should proceed to obtain redress for any grievance under which he conceives himself to be suffering is prescribed in the Army Act and Air Force Act.
