§ Mr. SHORTTBy a Royal Warrant dated the 30th August a medal to be known as the Special Constabulary Medal was instituted for the purpose of recognising faithful and devoted service rendered by special constables. In order to qualify for it a special constable must have served for not less than three years during the War and performed not less than 150 police duties. On 25th September I issued a circular to all chief constables calling their attention to the warrant and asking them to submit the names of those qualified for the medal.
