§ Dr. ADDISONNo such discrimination has been made as is suggested in the question. Every effort has been made by my Department, both by interview and by correspondence, to obtain from the Friendly Societies Medical Alliance (representing these institutions) certain facts and figures which are necessary for establishing and measuring the amounts that may properly be payable to the institutions, and without which no such payments 717W can be calculated or made; but the alliance has so far declined to give that information.
