Mr. HARMSWORTHMr. Paul Dukes is not at present, and has at no time so far as I am aware, been in the service of the Foreign Office. He was employed by the Department of Information for some time in 1917. In these circumstances he is under no obligation to seek Foreign Office authority in regard to the publication of newspaper articles. With regard to the date at which he entered the service of the Department of Information and the salary which he received during his employment by that Department. I could not give a reply without considerable research.
