§ Mr. CHURCHILLThe 1,359 is the resultant of many and varied changes which have taken place during the month of September in the military and civil staff of the War Office, and without great labour—for which the staff does not exist—does not admit of being sub-divided into net figures of reduction according to grades and salaries. The only transfers included in it are thirty-seven permanent officials on loan from other Departments to which they have returned.
