asked the Pensions Minister if he is aware that dissatisfaction exists among the trainees on account of the alteration by which, as soon as the new scale of pensions became operative, the Ministry of Labour training scale was abolished and those trainees who had accepted that scale in August as an alternative to the pensions scale lost considerable sums of money?

I have been asked to reply to this question. I am aware that the present training allowances, which are based on the recommendations of the Select Committee on Pensions, have been criticised on the ground that they have involved a certain reduction in the receipts of those men who benefited most highly under the Ministry of Labour scale in force during August. The present allowances represent in all cases a substantial advance on the rates obtaining before August, and they undoubtedly operate more equitably than the August scale.
