§ Mr. MUNROLegislation would be required to give effect to the proposed change, and obviously that is not a matter in which Scotland can be dealt with by itself. I may mention that, in concert with the Ministry of Health and other Departments, arrangements have been made in connection with the preparation of the spring register, 1920, which are expected to reduce materially the cost of registration.
