§ Sir A. GEDDESThe expenditure of the general lighthouse authorities is not met out of moneys voted by Parliament, and their clerical staffs are not, therefore, recognised as Civil servants. It is, however, the practice of the Board of Trade, in whom the financial control of the expenditure of these bodies is vested, to apply as far as practicable the conditions of the Civil Service to their clerical staffs.
