§ Mr. LLOYDasked the Minister of Health if he is aware of the uneasiness existing as to the liability of the councils after the proposed valuation in 1927 of houses to be erected under the new scheme; if he will give a distinct undertaking that the charge on the district rates shall not exceed id. in the £ both before 1927 and after the valuation to be taken at that date; and if he is aware that unless some such undertaking is given many councils will feel themselves unable to proceed with this much-needed work?
§ Dr. ADDISONI am not aware of any general uneasiness existing among local authorities of the kind indicated by the hon. Member. As will be seen from Article 6 of the Housing (Assisted Scheme) Regulations, 1919, local authorities will not be called upon to bear more than the proceeds of a ld. rate, either1526W before or after 1927, unless, in my opinion, confirmed in the event of any dispute by an independent person, they have failed to-charge sufficient rents or make adequate arrangements for supervision, management, or administration.
