§ Mr. BALDWINThe answer to the first part of the question is in the affirmative. Unless officers are likely to find a permanent career in the Department, it is desirable in their own interests that they should leave at an age when they will be likely to obtain employment elsewhere. The Regulation is included in the conditions of appointment, a copy of which is given to each candidate before he accepts the position of assistant. There is no intention of altering the Regulation in question.
