§ Mr. MACQUISTENasked the Prime Minister whether, in the course of the Peace negotiations, he has asked President Wilson to propose to his people that the American people should contribute, per capita, penny and penny about, with the Allied peoples, to the total cost of the War from the start, which was waged on behalf of all, leaving the indemnities to be credited to joint account; if not, why he did not so propose, and will he now ask him to put it before his people?
