§ Dr. MACNAMARAThe number of commanders holding the acting rank of captain promoted to captain between the 4th August, 1914, and the 11th November, 1918, was thirty-six, of whom nine were outside the zone of promotion. The number of lieutenant-commanders holding the acting rank of commander in the same period was forty-two, of whom eight were outside the zone of promotion.
