§ Mr. CHURCHILLI am informed that there is no record of any terms having been arranged verbally between the War Office and the Victoria Street Hall, Kirkwall, on the 16th August, 1916. I understand that the Officer Commanding the unit concerned asked the managers of the hall to make proposals, which he subsequently submitted to headquarters, but they were not sanctioned, and cannot in any sense be described as terms arranged.
