§ Mr. CHURCHILLThe rate of exchange for official transactions in the Caucasus as in other countries is fixed by the Treasury from time to time and is at present eighty roubles to the pound sterling. The statement by my hon. and gallant Friend that the actual value of the pound sterling at Tiflis is 120 roubles does not agree with the reports received from the local military authorities. Perhaps he will communicate to me the information on which it is founded.
