§ Mr. WARDLEThe facts stated in the question are not inconsistent with eligibility to out-of-work donation, but I cannot give a definite opinion without the full facts of the particular case which the hon. Member has in mind. I should add that in cases of doubt the final decision whether the conditions of eligibility are fulfilled rests with the Umpire—an independent judicial officer appointed by the Crown.
