§ Mr. MUNROThe procedure, I understand, is substantially as stated by my hon. and gallant Friend. As the War Trade Department issues all such licences, they must of course deal with all the applications. I am consulting with the War Trade Department with a view to ascertaining whether it would not be possible to modify the procedure and so to remove the grievance referred to.
