§ Major KELLEYasked the President of the Local Government Board if, when next dealing in any way with public libraries of the United Kingdom, he will seriously consider the doing away with the present library rate and leave to each locality power to levy such a rate as will meet the requirements of its own districts, and thus give to the people a greater educational chance?
