§ Mr. SHORTTI do not think that any general complaints, such as are suggested in the question, are directed against any system of permits administered by my Department; and as a fact the Home Office Permit Offices, through which a special control was exercised over certain classes of passenger traffic as long as was necessary, were closed at the end of last month.
