§ Mr. PENNEFATHERasked the Minister of Labour why the commercial staffs of the shipbuilding, engineering, and steel industries were not represented at the composite conferences of employers and employed which have been held; and if he will arrange that they shall be represented at any such future conferences?
§ Mr. WARDLEThe industrial conference consisted primarily of representatives of employers and of workmen. The circumstances of the employment of the commercial staffs, and the positions of responsibility which they hold are of a special character and differ from those of ordinary workmen, and it would appear, therefore,. that special and separate consideration would have to be given to the question of the commercial staffs.
