asked the President of the Local Government Board (1) whether Treasury sanction has yet been given to the schemes proposed by the advisory committee for aiding the blind; and will he state briefly the scope and purpose of these schemes;

(2) If he will state the policy of his Department regarding the Report of the Departmental Committee on the Blind; whether it is proposed to carry into effect without delay the recommendations of the Committee; and whether any schemes for giving aid to the incapable blind not in institutions are under consideration?

My right hon. Friend has asked me to answer this and the following question together. Pending the legislation that would be necessary before the more important recommendations of the former Departmental Committee could be effectively dealt with, the Government have decided, after full consultation with the present advisory committee, to make grants-in-aid, on an interim basis, of certain services for the blind, to be disbursed on the advice of that Committee.
