§ Brigadier-General Sir OWEN THOMASasked the Minister of Health whether he will take steps so that all persons afflicted with blindness and who cannot be maintained by their friends should be under the direct control of a Government Department, and that the cost of their education and maintenance should be a direct charge upon the national Exchequer?
