§ Dr. MACNAMARANaval forces of France, Italy, the United States and Esthonia are co-operating with British Naval Forces in the Baltic. Rear-Admiral Sir Walter Cowan is in command of the British Naval Forces, and the forces of the other Powers operating in the Baltic work in conjunction with the force under his command, but he docs not command the forces of any other Power, and is not subordinate to any officer commanding forces of any other Power.
