§ Major BARNETTasked the Financial Secretary to the War Office whether he is 401W aware that the English troops in Baku were paid on 1st June at the rate of 200 roubles to the £ when the local exchange was 270 roubles to the £, and on 15th June at the rate of 250 roubles when the local exchange was 330: whether it is the fact that much dissatisfaction exists owing to these underpayments; and if he will take steps to ascertain who is profiting by the difference in exchange and to ensure that the troops receive the full value of their pay in future?
