Captain GUESTOne of the essential conditions governing the award of this medal, which has been insisted on ever since the Territorial Force was instituted, is continuity of service, and if this condition be unfulfilled, the medal has not been. 2035W earned. It is not the intention to alter existing Regulations with regard to the conditions of award of this medal, and I regret I cannot adopt the course suggested by my hon. and gallant Friend.
