§ Mr. FISHERMy right hon. Friend has asked me to answer this question. The answer to the first part of the question is in the affirmative. Mr. W. H. Sutton's application is now before the Board, and he will hear the result of his application in the course of a few days. All cases are being dealt with as rapidly as possible, but the recent influx of applications has been so great that some delay is inevitable if they are to be properly scrutinised.
