§ Major HENDERSONasked the Secretary for Scotland why parish councils are not allowed to send deputations to interview their Parliamentary representatives, in London without first obtaining the sanction of the Local Government Board; and whether he is aware of the delay that takes place before such sanction is given?
§ Mr. MUNROThe rule referred to has been found necessary both in the interests of economy and in order to prevent illegal expenditure out of the rates. I am not aware of any delay which has occurred in giving the necessary sanction.
