§ Dr. MACNAMARAThe following are the particulars of cash expenditure by the Navy during the month of November, and of the numbers of personnel.
I should explain that the statement of expenditure is based almost entirely on the gross outgoings in the form of cash during the month; that it takes no account of receipts in the form of Appropriations-in-Aid; and that for these reasons it must be taken only as an approximate indication of the amount which will ultimately rank as Navy Appropriation Account Expenditure. The answer to the last part of the question is in the affirmative.
