§ Sir R. HORNEA Bill for this purpose has been drafted, and its Clauses are now undergoing final consideration preparatory to its being introduced in the House and discussed with industrial organisations. It is hoped to introduce it before the House rises, but if this proves impossible, the Recess will still be taken advantage of for the purpose of consultation so that no time shall be lost.
