Mr. MacVEAGH

asked the Postmaster-General if he is aware that there are two, overseers in the Dublin Telegraph Office at present discharging the duties of assistant superintendents, Class 1, while assistant-superintendents, Class 2, are available and are denied equal facilities with their junior and subordinate officers of performing these duties and so qualifying for promotion; is he aware that the two overseers in question have no knowledge of or experience in the supervision of the postal and technical branches of the service, while several of their seniors are so qualified; is such experience essential for promotion to an assistant-superintendentship, Class 1; whether a junior overseer who is No. 19 on the overseers' list is about to be or has been promoted over the heads of eighteen overseers and eight assistant-superintendents, Class 2; have these matters or any of them been brought before the Whitley Council; and, if not, will he recommend the consideration of them to the Whitley Council and take means of allaying the present discontent in the Dublin Telegraph Office?
