§ Sir E. GEDDESThe answer to the first part of the question is in the affirmative. Many factors, including the increase in costs of all works, have to be taken into consideration, and, in particular, it is necessary carefully to consider the effect of any increase in railway rates on canal traffic. The Department is engaged on the necessary inquiries, but I fear I cannot name a date on which a complete policy can be formulated.
