§ Sir R. HORNEI would refer my hon. Friend to the reply given to the hon. Member for Wood Green (Mr. G. Locker-Lampson) on Monday last. The scheme in contemplation would be on a contributory basis, and it is hoped to introduce it when the House reassembles.
