§ Mr. ROBERT YOUNGasked the Minister of Health if he is aware that great hardship is caused to the small farmers, and especially the cottagers of Culcheth, near Warrington, by the action of the overseers in demanding payment of the rates in one sum; whether arrangements can be made for half-yearly payments; and whether he is aware that the assistant overseer of Culcheth is a full-time collector for Hindley Urban District Council, and, therefore, without time to apply himself to the work at Culcheth, which could very well be attended to by a discharged disabled soldier?
