§ Mr. GWYNNEasked the Secretary of State for War whether he is aware of the dissatisfaction felt among men who enlisted in 1914 and 1915 but who, through no fault of their own, were not sent to serve abroad and are not entitled to the 1914–15 Star, and there being no difference as regards recognition between them and men who were conscripted; and whether he will consider the granting of a distinctive decoration to these men when dealing with the matter of medals to be issued for service during the present War?
