Mr. HARMSWORTHThe question of preventing Germans from returning to China is one for the decision of the Chinese Government who will doubtless be largely guided in this matter by any decisions as to a general policy of trade relations with the enemy countries which may be arrived at by the Allied and Associated Powers at the Paris Peace Conference.
