asked the Secretary of War whether, in the case of soldiers who voluntarily joined up in 1914 and were subsequently ordered to return for munition work, the time during which they so worked on munitions does not count in the time for calculation of gratuity; and whether, in fairness to them, it should be allowed to count for gratuity?
