§ Mr. MONTAGUI hope that the Report will be ready by the end of the month. As regards the delay in making it available here, I would beg to refer my hon. Friend to my answer on the 17th instant to my hon. Friend the Member for Roxburgh. There was no avoidable delay in the publication of the Report in India.
