Mr. CROOKS

asked the President of the Local Government Board whether he is aware that some local authorities, the Stepney Board of Guardians included, are refusing to pay to their staffs the war bonus awarded by the Conciliation and Arbitration Board on the 9th July to Civil Service employés; whether he has approved the payment of this bonus to the employés of local authorities; and will he circularise local authorities to this effect?

I am informed that the Stepney Board of Guardians have deferred consideration of this matter until December. I have recently issued a circular to Poor Law authorities intimating my approval of the payment of war bonus on the Civil Service scale to the staffs of those authorities. I am sending my right hon. Friend a copy of this circular.
