§ Sir WILLIAM BULLasked the Secretary of State for Foreign Affairs whether His Majesty's Government is in possession of the decrees enacting domestic legislation promulgated by the Bolshevik Government of Russia, or any of them; if so, whether those will be published in this country for the enlightenment of the public as to the scope and character of the Bolshevik system; and, if it is considered inexpedient for any reason to issue these decrees to the public at the present time, whether they can be made available for study for Members of the House of Commons?
§ Lord R. CECILHis Majesty's Government have so far not been able to obtain possession of any of the decrees referred to, and in present conditions have no means of doing so.
