asked the Under-Secretary of State for War whether he is aware that discontent has been created among time-expired discharged men by the recent Army Order defining the conditions for the issue of the Silver War Badge, inasmuch as it entirely rules them out unless they are over the age limit prescribed by the Military Service Act, while at the same time making it possible for others who have only seen seven days' home service to secure the badge; and whether he will consider the issue of the badge to time-expired men who have been wounded in this or previous wars?

Soldiers discharged as "time-expired" have never been eligible for the award of the Silver War Badge. The badge is awarded only to those who have been discharged from the Army on account of old age, wounds, or sickness, and is in no sense a commemorative war medal.
