§ Mr. BONAR LAWAs I promised, I have been in consultation with Lord Bryce on this subject. I am informed that the several Memoranda were each written by an eminent French publicist and forwarded to Lord Bryce for the confidential information of members of the Conference. In these circumstances, it is not possible to publish the documents.
