§ Mr. CLYNESThe arrangement regarding sugar permits, to which my hon. Friend refers, was made at a time when all sugar ration documents were issued from a central distribution office. Local distribution has, on the other hand, always been an essential feature of the meat rationing scheme, and the Food Controller regrets that he cannot make the alteration suggested by my hon. Friend.
