asked the Secrecial Secretary to the War Office whether an officer who is promoted to substantive rank while holding similar temporary or acting rank from an earlier date will be permitted to reckon the period during which his rank was temporary or acting for the purpose of determining his retired or half pay or pension?

Half-pay does not depend on time in the rank, except in the special case of a lieutenant-colonel who has completed his time in the substantive rank. Retired pay for service as distinct from disability always depends on substantive rank, though up to major, inclusive, the rates go by total service.
