§ Mr. HAYES FISHERThe facts stated in the question are not sufficient to enable a definite statement as to the man's position to be made, but I may say that, if he was not definitely discharged from the Army, it is unlikely that he has a right to make a fresh application on the same grounds as those on which a previous application was made and refused. He can, if the circumstances warrant it, apply for a rehearing of his case.
