§ Mr. MACPHERSONThe last concerted offensive movement of the Russian Army against the Austro-German forces took place between the 1st and 13th July, 1917. The substance of the many telegrams received during the above period from the British military representatives with the Russian Armies proves conclusively that the disorganisation of the Russian Army prevented any exploitation of initial successes and was the cause of the cessation of the offensive.
